Heath Town & District Over 50’s Bowls League
Bye Laws and Rules
The league shall be known as the Heath Town & District over 50’s Bowls League, and shall be open to teams competing in the Heath Town & District Social Bowling League. Teams with a Wolverhampton post code may also apply to join the league. The league shall be affiliated to the Staffordshire CBA.
2) Clubs desirous of becoming affiliated to the league must register at the
AGM, each team accepted is to pay a fee of £10
The league structure will be the President, Vice President, and Secretary/Treasurer of the Heath Town & District Social League, plus a Secretary/Treasurer specific to the Heath Town & District over 50’s League if different to the Heath Town Social League.
The Management Committee of the HT & DSBL plus the Secretary of the over 50’s League shall be the Management Committee of the League
The remainder of the Constitution, meetings etc, to be as the HT & DSBL Bye Laws 3 and 4.
Rules, As per schedule 5, of the HT & DSBL
The annual subscription shall be £25 for each team participating in the League: it will include the cost of match cards these fees to be forwarded to the Secretary/Treasurere before the 1st May each year. Each club participating in the League will £1.50 per match for each team they have in the League. The fees to be forwarded to the Secretary/Treasurer when requested.

Rules Of Play
All games to played according to BCGBA Laws of the game.
Teams to comprise of 6 players, games to be 21 up in singles. The scoring basis will be, 1 point awarded for each game won, 2 points awarded for the aggregate win. In the event of an aggregate tie 1 point will be awarded to each team.
Games to be played on Friday afternoons, start 2pm. Rearrangements due to adverse weather to be agreed on scheduled day and must be played within 14 days. No match to be abandoned before 2:30pm.
Some clubs with more than 2 teams on a 1 green venue require a early start time of 11.00am then the next game to commence no later than 2.00 pm.
Rearrangements other than for adverse weather can only be made with the agreement of both teams. Should one team not agree the match must be played on the scheduled fixture date.
Matches to be played in 2 sets of 3 games
Clubs must play a full complement of 6 players. If a team are players short, they shall forfeit 21 points per player short, the match card to indicate “Walkover”. For individual average purposes the player receiving a walkover shall be given a score of 21-10.
Where a club has 2 or more teams in the league,a player willbe allowed to play for the other team a maximum of 2 times,but they cannot double up on the same day,rearranged fixtures count as the same day.Any player playing more than 2 games will go down as a 21-0 to there opponent.
Players must be 50 years of age, or above to qualify to play in the league. Players must be prepared to provide proof of age if requested. Any team found to be fielding under age players in any match shall forfeit the game 21-0 and also be deducted 2 points.
Eligible players can join a team in the league at any time during the season subject to registering with the league secretary at least 3 days (72 hours) prior to the match.
Players playing in the league must be bona fide members of the club for which they play, and must not be banned from playing in the HT & DSBL or Staffordshire CBA. All players must have a BCGBA registration number.
Note: Other rules will be interpreted from the HT & DSBL where they are not specifically covered in the above.
10) IMC
The IMC will be 21 up throughout and played on neutral greens. No player to play on the green of a club where they are a member, or a previous years member. It is incumbent on the player to notify the secretary if he/she is drawn on a green which
contravenes this rule.
Players must be registered with the league, and have played at least, 4 matches prior to the qualifying rounds
The entry fee will be per player and must be remitted with the entry from each club
In the qualifying rounds, the draw on each green will be made from those present at the notified scratch out time.
Players who do not qualify under rule 10(b) may apply to the
management committee for consideration.
11) FOUR-A-SIDE COMPETITION
a) All teams to enter with an entrance fee of £5.00.
b) There is to be an open draw with all games to be played on
neutral greens.
c) The competition to be handicapped as follows:-
Division One players off SCRATCH
Division Two players each receive TWO ON CARD
Division Three players each receive FOUR ON CARD
Division Four players each receive SIX ON CARD.
d) In all matches at least one team must play 21 up,
(see note below)
e) Players are only permitted to compete in a team that they
are currently registered.
Total aggregate score will determine the winners,in the event
of a tie the team with the majority of winners shall be deemed
the winners, if still a tie the team with the better individual
winning card (pro rata) shall be deemed the winners.
In all rounds a toss of the coin to determine odds or even jacks.
Note:- Reference (d) above
Example:- If a team from Division Two (receive Two) meets a team from Division Four (receive Six) the game shall be played thus : Division Two off scratch – Division Four receive Four on card.
h) The four a side competition will only run when league competition
allows.
12) General
Where not specific in these rules, the rules of the HT & DSBL will form the basis of management decisions
Presentation of prizes will be together with the HT & DSBL.
Wherever possible, all matches will be played on Friday’s. If another day needs to be used (e.g.IMC) then this will be Thursday afternoon.
14. PROMOTIONS, RELEGATION
a) The first and second teams in division two will be promoted to division one. The bottom two teams in division one shall be relegated to division two. Likewise promotion and relegation between lower divisions shall be determined under the same system.
b) In the event of complications due to clubs resigning teams from the league promotion and relegation, at the managements discretion,it may be necessary to promote or relegate more than two teams in order to maintain a balanced divisional structure.
c) All new clubs/teams joining the League will start in the lowest division, unless a majority decision by the members decides otherwise.
14) Dissolution
Should the Management Committee, by a majority, decide, on grounds of expediency or otherwise to dissolve the league, it shall call a meeting of all member clubs giving 21 days notice.
At this meeting, if a two thirds majority of those present and eligible to vote decide to dissolve the league, the management committee shall dispose of the assets of the league after all liabilities and debts have been cleared. The beneficiaries of such assets shall be the member clubs or
such charities as decided by a majority of the member clubs.
