Walsall Community League

Constitution

Amended Setember 2019 

  1. The name of the League shall be “The Walsall Community Bowling League”.  Membership of the league shall be restricted, to male and females over the age of 50.
  2. An entrance fee of £3.00 is required from each club joining the league. £20.00 annual fee per club payable at the September meeting.. 
  3. A fee of £8.00 is payable by each indoor bowling team, each season, to form a charity fund. Outdoor fee of £8.00 payable per team for the Jan Brook charity competition. 
  4. Officers of the league shall be: - Chair, Treasurer, Fixture Secretary, Secretary, Minute Secretary.  All of these Officers shall be elected at the AGM.  If the positions are contested, voting shall be by ballot, with each club getting one vote. 
  5. The Officers of the league, along with one delegate from each member club, shall form the “Management Committee”, which will meet as per the attached schedule agreed at the AGM, and be responsible, for the effective management of the league and all competitions. 
  6. Any club involved in a dispute, shall be passed to the Officers of the League to finalise appropriate action(s)..
  7. The Annual General Meeting of the League will be held at the beginning of September each year, where the treasurer will lay before the members, a financial statement for the preceding twelve months.

 

All Officers will retire at this meeting but will be eligible for re-election.

Any member club can notify the secretary, in writing, at least seven days prior to the meeting, of any business they wish to have raised, at the meeting 

No alterations to the constitution or bye-laws shall be made without the consent of the majority of the club’s present.  Each club having one vote.  

  1. The Secretary or the Chair shall convene a “Special Meeting” at any time, on receiving a written request from at least two-member clubs, stating the nature of the business. A quorum of 60% of the member clubs must be present.
  2. Member clubs can compete either indoor or outdoor, but preferably in both.  In the event of the leagues receiving too many entries, preference will be given to those clubs supporting both Leagues. 
  3. Each club shall be furnished with a copy of the rules and bye-laws each year and be bound thereby. 
  4. If the League folds existing monies to be divided between clubs who were members in the final year.  

 

COMMUNITY LEAGUE RULES

COMMON TO BOTH INDOOR AND OUTDOOR.

  1. The format of the league shall be decided by the management committee.  Teams will play each other, on a home and away basis.  A total score of 15 points for each set of players will win the game for both Indoor and Outdoor matches. 
  2. At least One Weeks’ notice must be given, in order to postpone a scheduled league match, with following exceptions:

(a)

  • Inclement weather.
  • Illness
  • Attending the funeral of a fellow member. 
  • At the start of the season, if there is less than one month, between the issue of the fixtures and the game being postponed.  In which case, maximum notice must be given. 

(b)       The re-arrangement of postponed fixtures, must be made by mutual consent, and played within 14 days, of the scheduled date.  Fixture secretary to be notified of change.  If the clubs cannot play within 14 days, the Delegates to decide the result at the next meeting.  The Chair to have the casting vote should there be a tie.

  1. Cup Matches.  The draw for cup matches will take place at the relevant management committee meetings. After the initial draw the cups will be run as “a knock-out and progress to the next round format” .  In the event of more than one team in any club being drawn at the home, the first team drawn will play on the set date, if the club facilities are such that only one match is possible.  The re-arranged matches for other teams must be by mutual agreement but must be completed before the next draw is made.    
  2. No substitutes are allowed to play in Cup Matches and Finals 
  3. Finals Indoor and Outdoor will be played on neutral grounds. The “Delegates Committee” to be asked to volunteer their venue for the Finals at the meeting prior to the Final Dates.  Management to choose venues by draw from the hat if no club volunteers their venu

 

  1. The making of the players draw, in cup-ties and league matches, will be by the team captains, who will also act as referees.

           The order of the play shall be the prerogative of the home captain, who will be responsible for the match report sheet being correctly completed, signed by             both captains and forwarded to the fixture secretary, within seven days. Players can play for only one team, in any season.

       2 .In the event of a match being conceded, the opponents shall be awarded a “win”, the score shall be recorded as the average of all other games scheduled to          be played on that match date. 

      3. Once the League fixtures have been issued, all specified OutdoorCup Dates must stand; shortage of players will not be a reason for postponement. 

      4. No player will be allowed to play twice in Outdoor Bowls

          Indoor league will stand as in present rules -  2 substitutes allowed.  

 

  1. Indoor and Outdoor Cup Finals & Cup Matches As cup finals are played on neutral grounds, all teams involved should have a full team. If a team cannot get a full side together then the opposing team will pick up 15 points. No team will be allowed to let a player play twice, as this gives them an advantage, that player has already played on the mat or green beforehand. No practice is allowed before a Cup Match or Final. This was put to a vote and the members were all in agreement with this.

INDOOR BOWLING

  1. Indoor season games will be played on MONDAYS at 10.00 a.m., although certain restrictions may be placed on some clubs, which may result in slight variations, but these will be highlighted to all clubs, when applicable. 

Teams will consist of TEN players (4 Doubles and 2 Singles).

  1. Visiting clubs are asked NOT to arrive at away venues more than 30 minutes before the match time.
  2. Community League Bowls rules apply to all League and Cup Games.

Clubs are asked to ensure that their members are awareof the rules and play and behave accordingly. 

OUTDOOR BOWLING

  1. Outdoor season games will be played on THURSDAYS at 10.00 a.m. 

Teams shall consist of TWELVE players (6 Doubles).

  1. All games must completed in 1 session, unless affected by inclemant weather conditions. Games should not be sheduled over 2 days,
  2. Home teams only are allowed to practice before League matches .
  3. For Finals see the Indoor and Outdoor Cup Finals Only. No 10. above
  4. British Crown Green Rules will apply to all League matches, Cup-Ties and Merit Competitions, run by the league throughout the season. 

Clubs are to ensure that their members are awareof the rules and the laws, accordingly.

  1. Any questions arising, which are not covered in the foregoing rules and bye-laws, should be brought to the attention of the management committee, who will make a decision.

COMPETITIONS

  1. InIndoorKnockout Cup matches, if the result is a draw, the last pair on the mat, shall play THREE more ends to decide the match.  The toss of a coin to decide the lead.  In the event of the scores still being level, the pair winning the most ends shall be the winners. 
  2. In OutdoorK.O. Cup Ties, played half at each venue, in the event of a tie, the winner shall be the team who wins the most individual games. If the number of games is tied, then the team with the best AWAY cardwins. If the cards are still tied then 2ndcards shall be considered and so on.  Should no definite winner emerge from the away cards, then a toss of a coin at the next delegates meeting shall decide.
